Default 1970 Camaro brakes power to manual conv.

I recently purchased a 1970 RS Camaro that had factory power brakes. It was converted during the restoration (done by someone else) to manual brakes due to the concerns for vacuum. Apparently all the components were switch for manual appropriate (master cylinder, proportion value, etc.) however I do not think the brake pedal was switch. I am concerned that the pedal ratio may have something to do with the brake.

There is a lot of pedal pressure but the car does not stop well, even if I stand on the pedal the tires will not lockup. Seems to slow down way too slow.

Should I be considering switching the pedal or are they made to be able to switch the brake light switch and the push rod attachment. I attached a picture.
