550hp is good on the street, plus if you tune your whole car right IE suspension, engine, tranny, gears. You should be able to run in the low 11s maybe 10s if the car is light enough. And you can still drive it on the street without worry of blowing things every 6 months.
I would imagine you could tell them whatever you want. If you have a 540 with 800 hp, you could tell them it's a 396 with some heads, and makes 450 hp.
Now if you have a supercharger or turbo, that's probably a different story.

What if you told them it was a street car and you have never had it on a dyno?? Just under estimate it like all the factories did in the 60's-70's

Actually, if my car gets stolen, I get what I appraised it for.
What happens when you car gets in an accident and they find out you listed the wrong engine or were false in your remarks towards your engine/hp combo. Sorry you are not covered.
