Okay thanks guys.

But what model/size Holley or Edelbrock would you guys recommend for my simple 400 small block with almost no modifications?

I am a street cruiser and will not beat the s..t out of my car.......

Since gas is $ 8.50 a gallon:( over here, I need a carb that will not empty my wallet by cruising around.

Are the jets of the 625 to large?
Probably not, but check them. With Barry Grant's lack of quality control its is a good idea to verifying everything yourself. During manufacturing many carbs were boxes with metal shavings in them which causes all sorts of problems.

It spits out black residu on the ground when I hit the gas a couple of times while in park. Also the car is smoking a lot when the engine is cold and first started.
These symptoms could all be choke related.

I also notice a very heavy usage of gas. I remember about 18miles to the gallon(I had a 500cfm Holley) but now it is not more than 9 miles to the gallon.
This could be choke also if the air cleaner base is interfering with the choke butterfly linkage.

Before tuning the carb verify your timimg and choke first.

Does your 625 have the Idle-Eze base plate?

Here are the stock specs to verify:

If you don't want to play tuner, use Holley's carb selector:

A 4175 spread bore or 670 Street Avenger should probably meet your needs.

Edlebrock's 1406 may work also, depending on your manifold.
