Fixing the paint in the trunk question

How should I go about fixing this? It came about when I took the trunk mat out because I was told moisture gets trapped under it and causes the trunk to rot. Well quickly after taking the mat out it ended up looking like this:

What would be the best way of tackling this? Thanks!

I'm not an expert, but this is what I would do:

1: Make sure it's just surface rust, if it's not, you will need to replace some sheet metal.

2: Use a grinder with a wire brush attachment to remove the surface rust.

3: Coat with a product like por15, Rustbullet, Zerorust, etc.
