never seen a burnout before....

The car has highflow cats so it might pass the sniffer but no way on the visual. Long tube headers and aftermarket cats is a no no in Cali for sure. But it is a new car and you get 5 years of no smog! :)
The car is actually going to Dubai very soon to his home there anyways so he has no worries.
It sure is fun for a 4 door Caddy. And easy to get races in!

I'm pretty sure you can buy a 700hp CTS-V right from the Caddy dealer there with warranty. They offer a package that isn't allowed in the states.

found the link, click on mechanical. Looks as though they detuned it a bit from the last time I looked, it used to be over 700hp.
