Emission testing Phoenix AZ

Hi.

I am moving to Phoenix AZ and bringing my ls swapped 67 camaro.
With regards to the emission testing i was initially plannning on doing a Collectible car insurance to avoid the emission test, however i cant seem to find anything about that exemption anymore?

Is it still in effect?
