whats minimal rust?

Small section on passenger floor board. 1 hole on lower passenger fender (behind wheel and in front of door). some rust under front windshield. Typical of Novas and car of this age.

I want to apologize for saying "surface rust" when referring to the dash. That has indeed rusted through. I do not want to mislead anyone.
Everything else with the exception of dash, passenger floor board, and passenger fender has not rusted through. Again my apologies.i

Car does have the clutch pedal haning under dash if you want to go back to a manual transmission.
