If the TV cable is at full extension at WOT (and it should be, but check) and it is still shifting at 4K then you'll need to change the governor to put your WOT shift RPM where you want it-- specifically, you need to remove weight from the governor.
If the shift points at part throttle are too low for your tastes you need to modify the TV cable geometry so it's extended more at the part throttle levels but still maintains the just contacting at idle / full extension at WOT relationship.
It's not uncommon... my old BTO tranny shifted at only 4200 rpm at WOT even though Steve swore up and down at shifted at 5500 in their test car. He ended up sending me 2 governors to correct the low WOT RPM shift issue and also a valve body to correct a really sloppy 2-3 shift but I never had a good 2-3 shift even with the new valve body. I ended up blowing it up, but the 2-3 shift issue is a 700R4 thing because of some valve body limitations.
