Need cam specs, unless the cam is stupid big to keep up with those to big heads, to big headers and to big carb, it is not making any power. The good news is you have a great top end for a future 400CI upgrade, but all that stuff is way to big for a 350CI.
180CC heads, A 700CFM to 750CFM (flowing 700 to 750) would be plenty of carb, and 1 5/8 headers would give it some low end torque, where I suspect this thing really suffers. It might sound good when it gets on the pipe at 5000RPMs, but it will be a stone until it gets there.
