Always start with the foundation. Get the chassis/drive train where you want it and then start making things shinny.

The only exception to this of course is if you just want basically a stock car with disc brakes and new wheels. But you mentioned powder painted fram and all new suspension...so I figure you want a little more than the average resto-mod build.
