Example:

245/45R17

245 - section width
convert to inches by dividing by 25.4mm per inch = 9.65in

45 - aspect ratio
take .45 X 9.65in = 4.34in this is the sidewall height from the rim mount surface
double it to get 8.68in

17 - rim diameter at tire mounting surface

Add the 8.68in to 17in and get 25.68in tall.

This will get you very close. You are obviously going to have some deflection in the tire from the weight of the vehicle, but it will be very close.
