15k at min. would probably be a better starting point and that is with you fab'ing the turbo stuff yourself. If you do fab your own setup just start pricing your mandrel bends and you would be suprised how fast that will add up, also ask around and see how much a set up turbo headers will run you. You could easily have 10k in your turn key engine after adding everything to your shortblock, not including your fuel setup. I'm not even sure if your going EFI or carb., and that will change your budget. I'm not trying to discourage you, but I just want you to know what you are getting into before you start buying parts and then can't afford to finish.
