The .swf file is the actual flash file. You'll need adobe flash.
http://www.adobe.com/products/flash/...rod_flash_home With that program you will create .fla files, which you can then publish into .swf files. I would imagine there are other programs out there, but adobe anything is generally the most popular. It is all that we use at school. check out
