Hi Rick, there's a tool available that uses a razor blade fitted to it to "cut" out the excess material in runs. It's adjustable so that you only take a small amount of paint off with each pass until you almost get to the surface of the actual paint finish. The worry is that most people are a bit ham fisted with using these things & cut into the paint & mark it. I certainly wouldn't recommend just using a razor blade on its own as it's highly likely that unless they're extremely careful they will gouge the paint. The best method really is to use a small block with 1500 grit paper & plenty of soapy water. The worry is that there might not be enough paint on the surrounding area around the runs to rub it out & polish it without going through. Runs on a rocker panel are normally caused because the painter is too lazy to get down low enough to paint it properly, which normally ends in runs or very thin paint application. To be honest, prepare yourself for the worst as if there's not enough paint on the rocker top support flatting it out then repainting is going to be needed.
