My method would be to fill from the most opposite end of the regulator in the beginning of the total fuel rail path.

It is your system, so I would like to see it the way you recommend. Let me lay it out to see if I understand. From the tank into one fuel rail connected to the other fuel rail then the regulator and return to tank?
