I have gone out and flogged it a bit at that boost, and that didn't seem to help, in fact it was after that, that the car started smoking out the drivers pipe. I'll probably go out and beat the living crap out of it tomorrow, because if I gotta pull the engine I've got very little to lose............

Heck yeah flog it HARD! Sounds like your just running on the wastegate spring, crank that thing down tight and give her heck...
I hope it's just a matter of seating that ring. I'm itching to see video of the beast in action.
