Just throwina few things out here.
Pull off all the lines to the wastegate, and boost it. Just make sure you watch the gauge or better yet have a passenger watch it while you drive. You can easily over boost if you not careful so if it exceeds 10 lbs you have your problem and can fix it.
If you are still not seeing more than 10lbs then, you might want check the spring rate. What bar did it say on the box.
What brand of MBC are ou using? If it's just a simple check vavle, it could have something in it, have a bad seal, or just plain be defective, even if it worked fine before.
