Check your local shops. I've never seen anyone questioned but I think there's a minimum diameter for state safety inspections (at leaset in Texas).
I think they are trying to get away from the 10"-chain steering wheels that are popular with low riders.
I was thinking 14" was the minimum, legally but this is a vague memory.
