It is for me, b/c that's the only type of welding I've ever done. I would use some of the metal you're removing and use it to practice plug welding before you tackle the "real deal".

I have my thoughts on weld through primer, but someone else chime in, please. It burns away when an arc is struck, so what's the point? Just my $.02. BUT to answer your question, you should be able to get it at any paint shop, and I believe O'Reilly Auto Parts sells it (?????).
