Finishing off where someone else left off is not the best thing to do either. Starting from scratch so you KNOW what you have is the best thing to do. I've seen numerous builds where someone has to fix previous work on a car. You usually wind up paying almost double what it should cost. You know what your car needs now and you know what it is. It's probably the best and safest start you could get. You never know where someone else cut corners and you have to redo the work they screwed up.
