I would say that it is imposible to make a -69 camaro handle like a Z06, but you can make it handle well. Imposible, because the camaro weights a ton more and itīs a "big" car compared to Vette and itīs quite tall, at least itīs centerline of weight is lot higher... but I think you can make it a ton more fun to have and drive than some pretty new vette.
All that you listed sounds like you will have a great g-machine, but Iīm not sure what would be the best way to do the frame. Go for the tube frame if you have that money thing goin on there, but othervise I woould mock up the orginal one. (I do like more the sleeper look in - side - out) At least that tube frame will give you that independent rearsuspension, if you want to build a machine that will handel well. Also you`ll need coilovers on every corner. I would also think about the weight ration on thing -> motormounts 1 or 2 to backwards...
