That sucks Ned....much cheaper than bending sheetmetal though.
Here in Oregon it would be the same as far as not being other driver's fault for the tire. The expectation is that you should be able to stop before hitting an object in the road....BS I know. Ultimately I think it limits the states liability for potholes and bad roads which can damage tires/wheels as well
