I did the 2 and 3 also on the hub....and just did pairs of two for the rotor/hat. When I ran the wire, I made sure that if one bolt was going to loosen, that it was oriented to pull the other bolt tight...so they would cancel each other out. Honestly I don't know if that works, but that's how I strung them together.

The pliers was an interesting learning curve....took two of us about a half an hour to figure it out...and I used to think we were the smart ones!
