I'm not an expert, but this is what I would do:

1: Make sure it's just surface rust, if it's not, you will need to replace some sheet metal.

2: Use a grinder with a wire brush attachment to remove the surface rust.

3: Coat with a product like por15, Rustbullet, Zerorust, etc.
