Pull your fluoresent tubes out and remove the ballast cover (power off!) Check your connections at the ballast. Most likely its poorly grounded or not grounded at all. If all those are fine check the ground in the junction boxes that have circuit wires from the lights.
All else fails remove your cover at the elect.panel and with a INSULATED screwdriver check all the ground screws to see if there tight.
