I believe Hagerty will do that for you. I have 2 cars insured through them, they were both running at one point, but now one is in peices. It came time to renew my policy and I was looking to save a little money and they asked if any of my cars are currently apart or being restored. They would insure that car for everything but driving and it wasn't much money. So its insured against theft and damage and fire, but if I get it running and go out and act stupid with it and wad it up before adding the full coverage on it, its on me!
