You could do a tall spindle or tall ball joint which help improve the negative camber gain. For spindles I would look at ATS or L&H customs. upper control arms that help improve positive caster. That helps with the major geometry issues. Also get a good set of bushings. Use the Del-A-Lum style delrin bushings like the ones global west sells. Get a good sway bar and a quality set of drop springs and shocks.
For the rear you could get some drop leafs (Global West, Detroit speed, Hotchkis...). They are usually simpler to install but don't ride as nice as a torque arm (speedtech) or a four-link (Detroit speed, Art Morrison, TCI).
It is probably also a good idea to install a set of subframe connectors (DSE, Hotchkis) to prevent body flex and make the handling more consistent. I haven't added it up but I think that puts you well within your budget and In my opinion that is the most improvement for your money.
