I have yet to hear someone who bought an off the shelf stainless or spectra tank that worked without the starvation issue. I know that some people have Ricks build them custom tanks that they've designed with some success but if I'm going to pay so much money why do I also have to design something that works?
Personally I'm going the exact route you mentioned, aeromotive sump, stock tank. It seems like it will work better to control the fuel, and it's a lot cheaper.
The corvette regulator is something a lot of people use in swaps, it's extremely cheap and obviously a proven way of doing it.
