To add to what David said, if the Teflon seals are failing due to temperature, then they are probably seeing temps in excess of 500 degrees F. Teflon (PTFE) has an official melting point of 621 degrees according to dupont, however it's mechanical properties begin to rapidly degrade at about 500.

The cooler you can keep your power steering fluid the better...you can't overcool it like you can automatic transimissions.
