The only markings on it are C.B. Rogers co.

I think it's 1940's ish. It has wood bases for the upper and lower wheels. I too thought about making it either an english wheel or planishing hammer. It certainly has the backbone for either. But who knows. It's functional at the moment so it will stay that way for awhile.
