Cut vertical at the seam and then horizontal at the body line that is under the bumper? That's what I was thinking anyway. I did some spot checking with the grinder and some 50 grit and the panel is in good shape (very thin layer of filler and straight (hit it with a 12" sanding block and some 80 grit looking for low spots).
