if you have fuel flowing out the boosters or the vent tube at idle or with just the fuel pump on you either have too much fuel pressure, dirt/debis in the needle and seat so it can't close, float level too high, or a sunk float (which would hold the needle and seat open).
Don't drive the car this way, you're asking for a fire. First thing I would do is pull the needle and seat out and verify it's clean. Then I'd lower the float level down and slowly bring it up to the proper level. Sounds like your pressure is okay, and a sunk float can happen, but not likely.
