If you really plan to run both drag and road track you need to spend some time with a few tech inspectors. As somebody in the middle of building a rollover protection system for a convertible right this very moment (well, during normal hours  ) I'm pretty deep in the issues and have spent hours with inspectors. Since I only plan to autox and do some of the PT type events such as RTTH, Motor State and Heidts, I chose a route which is neither NHRA/IHRA or full SCCA/NASA legal.

To the OP,
Seriously take Bills advice here. Bill and I have discussed his current project at length and I can tell you he has done his homework. From what I have gathered from conversations, it is very difficult to be "completely legal" for all sanctioning bodies. Take Bill's advice and talk with the applicable tech inspectors and then decide the route you choose to take. It also helps to keep the inspectors in the loop from design through to fabrication.
