Sounds to me like you have a higher than normal stall converter.... and the reason you're not seeing "creeping" is because that is exactly what a higher stall converter is meant to do - it's higher stall speed allows the motor to rev quicker to get into it's torque band before the 'load' of the transmission hits.
The TCI Streetfighter converter is rated at 3000 rpm stall behind a small block. That's a good thing. Even though it's a little higher than I'd choose for a street car that is "mildly" cammed.... it's going to act exactly like you describe!
The one thing I would advise with a higher stall converter - is to add cooling capacity. Heat in a tranny is the killer... so at the very least you should have a tranny temp gauge.... and keep an eye on it. If it starts running up north of 200* you'd better add cooling if you don't already have it.
Also - you only check trans fluid when HOT..... but even cold it should be registering on the dipstick. Over full can blow seals. A quart low wouldn't even be noticeable in the trans operation.
