Not to be a wet blanket, but even roads to nowhere sometimes unexpectedly have people, bicyclists, hikers crossing, utility workers, pedestrians, or animals on them. At 165mph that's 242ft/sec. Assuming that the guy could even see somebody based on the light outside, he will have travelled at least 500 ft before any possibility of braking. Then, under good road conditions using a CoF of .8, you need another 350ft to stop. That's well over an 1/8th of a mile on an uncontrolled road - at best. As a cyclist who lives in the country, I get a little sensitive to people driving at excessive speeds on "back roads" or "roads to nowhere" because they figure nobody else will be there. Until they are. I know nobody is really endorsing this stuff but just wanted to make the point. You never know - it could end up saving a life. There is zero tolerance for 165mph on uncontrolled public roads.
