Not sure if it is illegal or not, I was just thinking ( if it was me ) would I feel like 2500 dollars worth of inconvenience , cost was experienced. I am not sure what you have invested in waiting / expense on this guy, so I could not say if that is unfair. At the end of the day it would be what you think is right / fair for you.. Roger..
