I agree that those wheels are too big for the look you are going for, but something in that vein, kinda like the 4th wheels on the wheelvintiques.com webpage

Flat black above the body line and up on the roof and white below or vice versa would give you the cop feel without the blatant black fenders and quarters and white doors look. I have also been wondering what it would look like to do a flat black with a gloss black detail on top (like a gloss pinstripe on top of a thicker flat finish stripe). Somebody mentioned having a door shield that says "To protect and swerve" on it and I think that is brilliant. You could have it made on a magnet so it didn't have to be on there all of the time.
