Have you checked all of your front end parts for wear? Including the steering box?
The 17" wheels MIGHT create a need for a little bit different specs, but not by much.
Check everything up front for wear. Then try a different alignment shop.
Because first gen camaro's orginally came with bias ply tires and were of an age before power steering was standard this isn't totally true. It's worth pursuing more caster and slightly more static camber even if stock geometry.

That said excessive wear on the inside of the tire with stock alignment settings is odd and doesn't sound right to me.
