Maybe Vince was right? Pulling the axles would allow you to put the shoe on first.
I ran into gremlins when I went to do my install too. You may need a different shoe and/or backing plate. Call Rick in customer service @ Baer on Monday. He'll fix you up!
P.S. Mic the axle diameter and the shoe opening before you call. Evidence helps vendors figure this stuff out.
