You could always just run a surge tank. Just fab up a 1/2 to 1 gallon tank to mount in the engine bay and run your high pressure pump between it and the rail. Use a boost pump to feed the tank.
It's done over here all the time and I cant figure out why it's not popular in the US? It's way simpler/cheaper than custom baffled tanks or sumps, and is safer than welding a fuel tank IMO.
