While I can relate to your frustrations, I tried to look this guy up on the web and the shop Socalstreetrods with no luck other than

If this is the site, there are red flags all over this site.
Very slow site, Not much content, one general email address, No contact name, No address, no phone numbers ext....
Waiting a year and a half for some parts?
I see that they sell on eBay too.

If you bought it through that channel you have some leverage then. You will need to file a dispute there.

I had a similar story a few years ago. Now I'm not a bad ass by any means but I was dammed that I was going to be taken for. Found all kinds of information on the web pertaining my deadbeat. He ignored phone calls and responses to emails.
When I shared in a email to him the information I had gathered as to his whereabouts, employment ext..and was planning a flight to make a personal visit to him stating at that point it was not about the money anymore, it's the principal of the matter, He responded very quickly and was all too apologetic throwing several BS stories out and so on.
I told him to just send my money back and we will call it good.
He actually did send me back all my money and to my surprise he also sent the items I was to purchase from him.
I guess in my case I got lucky.
