Tom, you are part right. Post 76 cars actually get smogged but no vehicle can have any part of its emissions system tampered with EVER, even the late 60's muscle cars. That is actually a federal law that affects EVERYBODY, we here in CA are the only ones who enforce it. The part also has an EO number that APPLIES TO THAT VEHICLE. If you modify a part to fit your car than it doesn't apply. If you hop up an LSx series engine with EO parts and drop it in an early F body, those EO numbers do not apply to that car ergo are not legal parts. You do not want to mess with the CARB, they do not mess around and cannot be bribed, persuaded, pleaded with or anything else. The way it works is everything is illegal until you prove to them its not.
