I'm assuming that thick block is the bracket you're talking about, is there a specific thickness it needs to be for clearance? Do the wipers have the correct amount of travel?

That block is 1/2" thick plus a 3/16" plate that makes the L bracket holding it on. Believe it or not there is no clearance issues as all. I drilled and tapped threads into that block so that I could just bolt it in from the top.
You have to play with it holding it in place by hand and moving it in and out while some jumper wires are running the wiper motor to make sure it is sitting in the sweet spot. Then, clamp and drill the pilot holes for the mounting bolts.
