They are talking about milling the back side of the wheel center where it mates to the hub. By making that portion thinner you can have the same overall backspacing with less rim shell in back and more in front. That way you get a deeper dish look up front while still having the needed backspacing.
Think of it as removing a thin wheel spacer.
The problem is the center of the wheel needs to clear your caliper. As you cut some material off the back of the center where it mounts you bring the whole center farther back and closer to the caliper.
Maybe I made it clearer or maybe I made it more confusing. You tell me.
