A Magnacharger, Whipple, or Kenne Brown blower on top of an LS2/3 will look fantastic when you open the hood and meet your goals with ease. You can also use an LS1/6 but you'll have more torque with the larger displacement engines. If budget is an issue, going either of these routes should prove cheaper than an LS7/9 combo and still meet your goals.
A Pro-charger added to the above engines will also easily meet these goals. However, they do not produce torque in the same manner. For me, there's too much lag, especially on the street.
