Looks like the one way valve came out. I recall there should also be a spring, but it's not used on every pump model. When pump is shoted down, the pressurated fuel presses the plunger against the pump frame closing way the pressure going true the pump back to tank.

You can run with out it but it maid be little harder(longer) to start up cos you dont have already pressurased fuel in fuelrails. Or you can run pre-pressurising relay/ or if running aftermarket injection, you can chance setting from ecu to run your fuel pump.

Most european/japanish cars have that kind of relay, when you turn ignition on, you can heard your fuelpump running acouple seconds.
