With that large cam I'd say it would need more like a 4.5 power valve, maybe less. It should be half of your vaccum reading at idle. Make sure you are utilizing the 4 corner idle by backing the throttle plates down to 0 and them opening them up evenly until you get close to your desired idle speed. You may need to have the primary open slightly more. Your idle mixture screws should all be the exact same amount out. Tune them to your highest idle or vaccum.
Then move to jets and accel cams/squirters.
