Miranda rights do not have to be read the moment a suspect is taken into custody. They only need to be read when the suspect is subject to a custodial interrogation. Just because they have not read this monster his rights yet doesn't mean they won't. But it sounds like they are going to use the Public Safety Exception in which Miranda does not apply. It can be a pretty slippery slope but trust me, no one knows how to use this better than the feds.
