I'm sure it can be done. I've seen a/c hardlines cut and re-welded to add mandrel bends or specific fittings on them. Just make sure whomever does the welding is good so it doesn't leak or fail. Should be able to cut it on the straight section, add a 90 degree bend and then re-weld the hose fitting back on to aim it at the passenger kick panel and out the firewall.
