Making a double flare on stainless brake tubing is nearly impossible. What I have seen done, as a suggestion is to do a single 37 degree flare on stainless lines. Stainless lines are super hard, and don't actually need to be folded over like mail steel lines.

I just had my two rear lines remade in this way and they sealed well, and there are no leaks. The 37 degree flare will expand out slightly when mated with a 45 degree fitting and it makes a nice seal.

As they say, your mileage will vary...
